Portal Connection vs. User Import
The single most common point of confusion — connecting a Ministra portal and importing its users are two separate processes, and only the second one puts customers into billing.

What connecting a portal does
When you connect a portal , Billistra establishes a connection with Ministra and can retrieve the portal's data — you can see its users, packages and status.
What connecting a portal does not do
Existing Ministra users are not automatically added to Billistra's customer management. Until you import them they show as Unmanaged under Portal Users, and they will not appear under Customers at all.
The three ways to import
To manage existing users through Billistra, import them using one of:
- Portal Users → Import to Billing — one user at a time. See Import Existing Ministra Users .
- Bulk import — select many users on one portal and import them together.
- Excel / CSV import — upload a spreadsheet for one reseller and portal.
After the users are imported they become available from the Customers section and can be managed through Billistra like any other customer.
A working setup order
- Connect the Ministra portal and pass both connection tests.
- Create the reseller who will own these customers.
- Set that reseller's pricing for the portal.
- Import the users and assign them to that reseller.
Doing it in this order means every imported user lands on a reseller who already has a price for their plan — so renewals work the first time.
